Back on my laptop now after a couple of days on my mobile...
It's not *so* bad. I'm on another forum with a similar banner and you get used to scrolling up and down. I've just never used any of the buttons at the top, so didn't even notice it on phone until it was brought up lol
The only problem I had on my mobile was that I could not see what I was typing in the text box, it all seemed to shift up so all I had was a blank screen. Somebody said it was similar on the app too. I've not experienced that before and it does make it difficult to post. It may just be my phone though I suppose. Ended up telling class of Jan last night I was in bed with terrible heartbeat... I meant heartburn!
Back to the banner though... I could live with it - lived with a lot worse

On the main page to the right there's a little arrow so you don't have to see the list of who's online. Maybe the same could be done with this new toolbar? That way it could be there for those who want it and gone for those who don't.

I have no problem about change with design on the SR site but you need good reason for them and it has to work right. I work in the web designing field and adding a tool bar at the top for mobile phone just does not make any sense when the site is not design around a mobile phone.
SR uses vBulletin 3.8.7 when Internet Brands which owns the this website says that they are starting to use vBulletin 5 and that was in Sept 12, 2012. Version 5 and 4 has a good mobile version for people which the webmaster should use if they want people to access SR on their mobile phone.

Here's what it looks like on my phone, normal size:
And when I increase the screen size so I can actually read it, it does this (the bar is static at the top, wont move to access the navigational buttons):
