Wasting time and energy trying to figure out someone else's motivations or thoughts is just that, a waste.
Is this a rental with assigned parking? Can you report to management (not because he is your ex but because it's assigned parking).
If you can hear sex, and both of you have children then I assume the children can hear it too? Horrible horrible situation for the kids.

Whenever you make a decision, think whether it will make him a bigger or a smaller piece of your pie.
You gotta find away to make this dude a smaller piece of your pie, and making him important enough to drink over is not it, I am afraid.
