He seems to be trying to do a Jack Nicholson impersonation, it put me off what he had to say, quite frankly he seemed to be high.

WOW is right lol.

Actually with the way his face looks he reminded me of Nicolas Cage / Jack Nicholson mixed together lol. It's kind of hard to take him seriously even if he is a doctor.

Yep, a real Dr. from Nevada. His delivery is awful IMO. Apparently he's attempting to make the presentation of serious material a little more entertaining. I applaud him for trying a different approach, but I don't find his delivery very clever, entertaining or original.
