Yeah it depends on the rehab. The idea that all rehabs prohibit mobile phone use is not correct, though in my personal opinion banning or at least restricting phone use in rehab is probably a good idea, in order to focus on recovery for the first few weeks without distractions.
I was able to receive limited calls and use my phone for important work related emails and such (as long as I was brief), so naturally I sent the occasional non-work related text to family to put their mind at ease. So yeah, it isn't unheard of.
Cell phones weren't allowed at the rehab I was in. They had communal phones to use and there was often a bit of tension between patients over its usage. In 5 weeks, I never used it once. I didn't want to talk to anyone!

In-patient: Turned my phone off and never saw it until I left. We were allowed to use the community phones during specific times. I was actually happy to turn mine off and not see it for awhile.
Outpatient: Depends on who is in charge that day. One counselor seems to not care what the patients are doing while another is pretty strict about handing over the phones and making sure you are focused on the group. I leave mine in the car.
