I am so upset. I couldn't wake up my son yesterday and called 911, the police and ambulance came and the police searched him and the area around where he was sleeping and found drugs and arrested him. Now he is upset with me that I called the police

I'm sorry he's upset with you but I don't think you did the wrong thing.
I'm not a parent, but I'd do the same if that had been my son.

Don't be upset with yourself. As parents we make tough decisions every day. Being unable to wake your son would be scary for any parent and deserving of a 911 call IMO.

He probably won't understand this right now, but your 911 call could be an opportunity for him.

I have a son and would have done the same thing. I would also have a realty check meeting with my son about putting me through the pain of not being able to wake him up due to him using drugs.

You may wish to remind him that this is YOUR house and HIS actions caused the problem not you. I would highly recommend you learn about codependency

You did the right thing. He needs to face the consequences for his actions. If not, he'll never change. I've been through this same thing with my son. It's hard to do but the right thing to do. Good luck keeping up the tough love!
