Of course he wants to come back. He is miserable in his living conditions. That does not mean he has changed, it means he misses his home.
If you let him come back you are setting yourself and your children up for a world of hurt in my opinion.
He has shown he cannot live on his own and be sober and productive. He is quacking and trying to manipulate you. Your only choice is to decide if you are going to let him manipulate you and your children.
