I hear you and wanted to send empathy. Being on lock down with active drinker is not a nice thing. At all.
I wouldn't help someone get drugs, but that's me. Just as hard is having an alkie irritated and angry. I haven't heard of any booze shortages, though. If he can get to the store he can buy booze. Here, most grocery stores sell beer and wine, and large grocery stores often carry distilled liquor as well.
I guess I don't understand the question. Do you still have package stores where you are? Are they closed? And if the liquor stores ARE closed, how would you get it for him?

Personally? I would keep the liquor in the house, rather than him go out for it.
Whether that means ordering from a delivery service or going to get it yourself.
Why? Because you don't want him "going looking for it", especially if he is already drunk.
Stock up a bit, say a week's supply or so at a time? Anyway, that is my recommendation, I assume you don't believe he will be careful.
