Concept VIII: The trustees are the principal planners and administrators of overall policy and finance. They have custodial oversight of the separately incorporated and constantly active services, exercising this through their ability to elect all the directors of these entities.

This is one of the more administrative concepts. It means that the Trustees of the Generals Service Board have the repsponsibility of the managing, financial, legal operations so directors are hired for the Grapevine, AA World Services.

Bill also warned against "too much concentration of money adn authority" when the Board tries to run everything itself.
