Pavlok Habit Breaking Device

Has anyone heard about Pavlok?

I came across one item on ebay and watched some videos and reviews and was wondering if anyone has heard of this and knows if it is effective and worth the money in buying it?

I googled it and could do the same thing snapping a rubber band on my wrist. And it wouldn't cost me anything.
