It’s a preventer inhaler, 2 puffs in the morning and 2 puffs at night. I think it’s some sort of anti inflammatory. The ethanol is used for the transport/delivery.
I use the ventolin( this is a reliever) if I start to wheeze during the day for a quick booster.

My friend seems to think there’s an alternative powder form that’s used in a nebuliser.
