Social mores would have to change in regards to the usefulness of altering one's consciousness. 150 years ago drinking after 16 hrs. of hard physical labor was the norm for many and not going to work the next day was never a question. No problem. Moonshiners will shoot cops as will pot growers-so much for the Law-craving will win every time (I mean craving in more of a Buddhist sense).
