So, they can get drunk when they want, and not get drunk when they want. They have control, therefore, non-alcoholic. The BB talks about this in some detail. They may be potential alkies, they may become alcoholic, but at this point they have control.
The alcoholic is one who has crossed that line of control. And once that line is crossed, good luck stopping the progression.
