I know the program is supposed to be helpful but it seems like it's keeping this person suck in the cycle of addiction with no real way out.
That’s because programs like methadone are to be used in conjunction with a recovery plan and program like NA or AA. Kind of like using a crutch while the limb heals and one can actually get to the point where it is no longer needed.

When my ex first began Suboxone for opiate abuse he was in counseling and attending AA meetings regularly. He was working with his doctor on a recovery plan which included weaning off of the suboxone. He was down to a very low dose working towards ending it altogether but sadly that never happened, he felt he needed that crutch and felt he may have needed it forever.
