Welcome to the site. That does sound like a really rough situation from your husband enabling him. Unfortunately as you know they can not be forced to be on medication or in a mental ward unless they are a direct threat to themselves or others, and even then they often let through the cracks.
I think the best answer to this situation you've already answered is to get yourself out of there asap, perhaps stay with a friend or family member until you can get back on your feet.
