I am only assuming but if you have to go through customs that's where the issue will occur. If you're on a plane or a train and aren't deboarding and just continuing on somewhere else it may not be an issue.
I certainly wouldn't leave it to chance. We vacationed last year in Buffalo and were going to go to Niagara Falls but our friends said it was better to go to the Canadian side. We were looking into getting passports and maybe going next year. I guess that's off.
