No, they're not allowed to drink or smoke. One of the 5 main precepts of Buddhism is you're not allowed to intoxify your body (ie. alcohol, cigs, drugs, etc.). Same as you're not supposed to give into material temptation (ie. ice cream, iPhone, etc.).
It's kinda like the Muslim who eats pork. They're not supposed to, but they do anyway.
