This question is almost impossible to answer without getting into a debate about "religion" or the "logic" behind HP as I understand it. Nevertheless, here is my take:
To ask HP to have all desire to use removed permanently would be to remove what is human in us. The process of addiction is intertwined with the human desire to avoid pain. The process of healing requires that we face those things which have caused us pain and reach a point of peace or truce with them.
What you are asking for is a get out of jail free card, this request comes from exactly the same place as your addiction did. There are no shortcuts to spiritual growth, and HP cannot or will not grant them.
