Shutting off his internet access will at least remove all of the entertainment he has been relying on so he doesn't have to engage his life.
I think it will help.
I also think you should limit the food you are bringing in if he won't get proactive on the food stamp thing.
You are quite right--he's a big baby-man and he needs to grow up.
