WHY on earth would you scrape together money for immigration? You don't want this person in your life anymore. I think taking him at his word and leaving him alone would be a good way to show him you respect him as an adult person who is capable of taking care of himself.
My bet is that he won't stop bugging you, though. But you don't have to respond.
