This program doesn't work for everyone, first of all. Second, dishonest, self-serving but sober people are in AA like everywhere else. Honesty is a work in progress for all of us and I for one cannot ever think of anyone as constitutionally incapable of it. I wince whenever I hear that paragraph and want to run for the hills screaming.
