So true from a government perspective...why waste the money if there is enough evidence based on the breathalizer.
I'm sorry he hasn't gotten it yet. I hope perhaps this time is it. Unfortunately I think taking a license doesn't do too much in terms of recovery; just keeps alcoholics who do observe rules off the road and from injuring others, (obviously not a bad thing) Before I understood addiction, I could not comprehend how my daughter drove after drinking once she was charged and lost her license for six months. It took her 3 times (the last resulting in mandatory 10 year license loss) before she "got it" It wasn't the charge; it was going to a 90 day program...She went there to avoid some of the mandated jail time for 3rd offense, but once in the program the light went on...
I do hope your BIL taste of rehab will help him to want recovery this time.
