Okay... This may seem aweful or weird.
However when I first moved to Vancouver my roommate and I had the same deal with the noise - this one guy who played is electric guitar with the same cords over and over again around 11 p.m. and then around 1 a.m. heavy metal would start pumping.
Well we noticed it was pretty quiet during the day. So as revenge we took two huge amps placed them face down on the floor. Cranked some big band and left around 7 a.m. and went to work. Got home around 6 p.m. Shut it off.
The guys downstairs never cranked their music again nor did I go to sleep with the noise.
Just a thought.
You could also nicely speak to him.
