Suboxone prescription (doctor shopping)

Hi everyone, I'm not very familiar with suboxone (my drug of choice is typically alcohol) however my father has been off and on it for 4 years now. He finally seems somewhat serious about getting clean but doesn't want to let go of the doctor that prescribes him 180 norcos a month. He's found a doctor that will prescribe the suboxone but then when I looked at his calendar he also has an appointment for the doctor to refill his norcos that same week! He says he's just going to slowly wean off the norcos and take the suboxone when he runs out. Besides the issue of him seeming like he's not really wanting to get sober isn't suboxone an opiate therefore this would be considered doctor shopping??? I do t want to take hi. To the doctor or pit myself in that situation of he is doing something illegal...(he says he's not and that they are completely different drugs). If anyone is familiar with this will you please let me know what you think. Thank you for your time and help!
