I recall when I was in hi-school we were made to watch a film called, "Signal 30" in driver's ed class. It was a gory account of teenage drivers at accident scenes.
It was supposed to"wake us up" and put us on the straight and narrow. It didn't stop me from drinking and driving. As well intentioned as these types of campaigns may be, in the end - and I love this expression - you can't legislate stupid.

BTW, you called me a JAP om a different thread in here. Should I be offended..? I thought about that while I was at the gym... Sure sounds a lot more comfortable than SNA (Screwed-up Norwegian Alcoholic).
