Please don't declaw the cat. It's supposed to really stress them out - they don't feel right without their claws.
I know this might seem like terrible advice but could you give one of the cats away for the inspection then sneak it back in after? I know it sounds silly but hey, I'm a cat person. My family cat is a little bugger who treats us all like her slaves, but she's still awesome and we'd never get rid of her/consider de-clawing her for any reason.
