Can someone tell me if they ever noticed a "pale", white color of lips (i mean it's not red-ish or pink like normal it's more like "lips covered in powder") on their drug addict? And if yes what drug causes that?

Well, I don't know that anyone can really answer that. Maybe it's because the addicted person is severely dehydrated? I found a research paper on different dermatologic complications for various abused substances. If you know what your addicted loved one is using, perhaps it might help?

Yes, I believe it's meth. But there are also medications out there that can cause this.
