If he used to earn a decent living, but then quit, for whatever reason, you may see if the court would find him voluntarily unemployed or underemployed. They could then base his child support obligation on what he was earning prior.
In my state, if a child support order is issued, then his obligation will continue to accumulate even while he is incarcerated.
I hope you try the fee shift, as LMN suggested, and I hope he is made accountable to his child by at least contributing to her financial support.

It is so hard and so many of us have been in your shoes. My exAH never did pay child support and has not seen (or talked to) his children in at least 20 years.
Abandonment issues are some that my AS is dealing with today. I never could understand how these people can treat their loved ones the way they do.

(They DON'T----their 'loved one' is their DOC----and they
are unquestionably faithful to him/her.......)
