600 is not bad..i found at the bottom of this link some possible hints that there may be laws to protect you in place. Perhaps a bit more research or phone calls could turn up more help.

lady M , like elana said, contact your attorney general...they are the consumer advocates for every state. My attorney general intervened for me when I had a problem with my health insurance company.
All the other suggestions were good, too. My car has been sitting forever cause it needs the air shocks replaced and i just can't afford it...it'll cost me almost what i paid for the car...
