Is a lighted match an inferno? Light enough matches and you can have an inferno - but one is not the same as the other.
If you change gears you influence your car but that would be control without a steering wheel or brakes - your influence wouldn't give you control.
Perhaps part comes down to motive - I don't doubt people can attempt to influence their way to control but I would see that as a little confused and futile. And when it comes to fellow people I would agree attempting to control would only work if the 'other' allowed it, or alternatively just left!
