Time to block his number. All his contact w you does is upset you. I can't block my ex AH bc I have to communicate about our kids BUT I delete instantly ANYTHING from him that isn't about the kids. Do you have any reason (excluding guilt, fear, sense of obligation) thats keeping you from going NC w your dad. He can't bug your mom now so he's putting you in her place. You can end it by going NC w him.

She explained yesterday that she can't go NC because he pays a few of her bills

Right I saw that but I figured I'd throw it out there anyway. There no guarantee he'll stop paying the bills if you go NC right? It's a worry/concern but not a promise from him or is it? I'd be willing to bet that his desire to possibly wear you down and reach you would keep,him from canceling your cell service... Just a guess though.
