Never heard of it. I could google it, but then, so can you. You have been working very hard to figure out a way to get your son to stop drinking. If he wants to live a sober life, he should be the one working very hard on a solution.
He refuses? Doesn't sound like he's willing to do whatever is necessary to live a sober life. Until he is, it doesn't matter what you do or where you send him, how much money you spend, how many rehabs he attends, etc., he will not quit drinking.
He refuses to do sober living or IOP.
