Snakes in suits, management ie. I don't know what you did but can't understand how OTHERS can be "fined" for something you did. I don't know what sort of industrial laws exist in the UK but here in Australia believe this could be taken to the Industrial Relations Commission in that other (innocent) people are being penalised for something they DID NOT DO! Natural Justice, or something. I' m not a lawyer. As well, what sort of laws do you have about bullying? Glad you are planning on leaving. These sort of working conditions can really do harm to employees, depression etc. and I would be seeking legal recourse in support of the others. I know they can make it harder for you if you decide this way but (here) they cannot sack you for exercising your legal rights. Still uncertain as to what happened and I might be barking up the wrong tree but as you are planning on leaving what have you got to lose? How are they 'fining' people money or otherwise? What do your co-workers think? Are you in a Union? Outside of that apologise to co-workers, make what ever amends you can, let go and get out of there as soon as you can. Wish you the best but don't let the turkeys get you down. Yes, go to Regional Manager, CEO if necessary
