When I moved into my neighbourhood in 2000, we had front street collection and no one used bins. The crows would tear open the bags and eat the garbage.
The population was out of controll and they chased all the 'nice' birds away. Sometime ago, the city mandated new automated collection bins for everyone. Since then, the crows have left and the ecosystem of birds have returned.
