I am sure he didn't think this was going to be a permanent situation. I wouldn't let the toiletries bother me too much. It would be unusual if he just stayed gone and the situation ended without him trying to come back.
Are you in contact with him at all? If so you could mention that you have packed his toiletries for him that he left which should be an indicator that you aren't planning on ending the living situation anytime soon.
