WSC 2006......regional motions?

JUst wondering if anyone knows what day they are voted on and if they have already been voted on, what was the outcome?

I heard the Lie is Dead!

That finally a regional motion was passed (but with an ammendment).

I could look it up and report if it were deemd necessary here.

I might be headed up there tomorrow just for the fun of it anyway.

• In the development and implementation of leadership objectives, what considerations are being m/can be made to porevent the perceptions/ schism of two different levels of service and members? Those that areleaders or have leadership potential, those that are not. Ans: We don’t feel there is a schism
• Why is it so difficult for a European member to be a part of the HRP? That is not a consideration.
• How can we build more trust, more transparency in the nominations process? By being more open,etc.
• Has the HRP considered following workgroup selection being finalized adding a near miss as an observer for OJT?
Process
• How can you make this process more transparent?

Motion # 27: M/S Jeremy F RD New England/Larry K. RD Wisconsin
Amend Motion 3 by adding language “….for book length pieces the World Board may exercize it’s discretion to set a shorter period for shorter pieces of literature but that period

Leadership Questions
• What about dispelling the concept that leaders do not govern. The dichotomy between leader and trusted Servant?
• What happened to the reverse pyramid concept? How does leadership get to the top of the pyramid- the addict and the group?
• Why is a 3-4 person committee, the HRP not a standing committee of the Board? Would a such a small group of people be the sole responsible group for our larger process of nomination and selection? Should they not be responsible to a larger standing committee?
• What could be gained by elimination regional nominations from the conference floor, other then the relatively small amount of time we spend considering the nominee? (asked Twice)
• What plan for integrating the HRP with the WB could you offer the Conference?
• Does the WB feel they are more qualified to select candidates than the HRP? How doe the WB figure that they will be aboe to fill the empty seats? Is it out intention this conferernce cycle to fill all open positions?
• Part WB Leaders including chairpersons- do we consult with them after their position is up?
• In NA it is important to remember that the persons elected or shosen is are done so on their service merits not on their popularity. This should be mentioned.
• How is the WB planning on better using the WP for ongoing Projects?

WB Nominations
• Do you believe that the nominees that had WB Recommendation and were chosen by the HRP pose a conflict with others who had regional or zonal recommendations and we not chosen by the HRP?
• Why are the WB nominations taken into consideration and the regional nomination put aside
• What are the qualifications that we look for at the WB or HRP for election?

Service and Recovery literature

• Is it true that the WB is working to remove group/individuals form the process of lit approval and the process of service?
• What is being done in regards to the development of material/literature for indigenous populations? We have 11 Sovereign Native American Reservations in South Dakota Alone.
• Please explain the lit process form the birth of a piece of literature to the point of it being published. Talk about the differences with service lit and recovery lit. Ans: We cast as wide a net as possible to capture the sense of the fellowship with regard to a piece of literature.
• Why isn’t the BT translated into Spanish?
• The translations into Spanish is insufficient.
• How is our message carried in cultures where there are human ranking differences and our philosophy that we are all just addicts? How the message is carried to all and still respects cultures? Ans: It would appear that our philosophy overrides cultural situations. In the 80’s we were concerned about this. Now, we are in nearly every culture. This
• Could you please review and provide some current input on Drug Replacement Therapy (Bulletin # 29) Are there any other resources on this topic that I could research? Could there be or is there a public relations policy or presentations we could use for professionals in the area of Drug Replacement Therapy? Ans: We believe that all bulletins are up to revision.
• An important tool for inspiring groups and member to participate in service work is through their ability to participate in the CAR. My guess is less than 10% of groups review the CAR. How do we get every group (or at least many more) to participate in the CAR/ How do we better connect the dots with communication- board to RDs to RCMs to GSRs to members? Could we include the group’s input in the CAR over the nest 2 years? Ans: Share your joy and enthusiasm!
• When will work groups begin for the development of tools for PI and new literature for the fellowship? May, more than likely.
• The Area Planning Tool appears cumbersome, unyielding and beyond the ability of many area leaders to use. APT suggests yearly use- this may or may not be helpful. Can it be released in a beta, trial, or draft form so ti can be used in the field prior to implementation as conference approved?

Seating of New Regions

• Why are the North Carolina and Bluegrass Appalachian Regions not given the same courtesy as the other regions (W. Russa, So. Africa, Iran) Recommended for seating? Ans: It’s part of the challenges of seating new regions, there is a voice for US regions here- the criteria for recognition does not require that they attend, they were not invited. We did not pay for them to be here. The international regions have not been here and needed the experience. They were geographically isolated and were not contiguously located and rapidly developing.
• Why did the WB hold Occidente Mesico accountable in being seated and not Western Russia and Africa? For Example, all duties were reported and fulfilled by Occidente Mexico aside from it’s questions yet Africa and Western Russia did not fulfill other obligations.
• Why were only S. Africa and Russia invited? Why weren’t countries or regions like S, American Countries helped? Will we have to wait a long time before these countries are accepted as regions on the floor of the WSC?
• Turkey has a keytag; is the WB doing anything to get them here? Do they have a region?

Common Needs
• Are your for real with page 13 Special Interest Meeting at the WCNA 2007? Ans: Yes
• Why is there a Women’s Luncheon at our WSC? Isnt;t this considered “Special Interest” Luncheon?
• What is the number of requests from either individuals or service bodies for special interest meetings at WCNA?
• Was the policy of not having “special needs” meetings at the WCNA decided at a prior WSC? If so, why did the WB change the policy without consulting the conference?

Motion 1: Gail D. NNY Region/ To Direct the WB to develop a project plan, timeline, and budget for WSC 2008 to create/ develop a glossary of recovery terms typically used in Narcotics Anonymous

Intent: To obtain literature that will recognize the distinguishing characteristics of the Narcotics Anonymous fellowship from other twelve step fellowships.
Straw Poll: Motion Fails
Action by Conference: Motion Fails

Motion #3: M/S Christian F (RD German-Speaking): To change the rime for approval form recovery literature from the current minimum or 150 days to a minimum of one year.
Intent: To extend the time frame for approval form literature to allow sufficient tume to communities who choose to make a rough translation.
Straw Poll: Fairly Split, More support for the Noes
Action By Conference: Motion Passes as amended


Amendment to Motion #3

The only reason that I might even wish #2 would pass is for the whirl-wind sh!t-storm of controversy and disunity that would inevitably follow. Sooner or later this fellowship will probably find its way back to grass-roots fundamental adherence to our traditions. Political manipulation of conformity and control by a service body, be it group body or world body, is not representative of service but government. A spiritual fellowship will not be concerned with semantics or "language" but have faith in a loving God that addicts will recovery and maintain spiritual growth whether or not someone says "sober" in a meeting - the sky will not fall.

Motions 1 and 2 did not pass

Motion 3 passed with an 'friendly' ammedment pertaining to shorter pieces such as IPs.

Eh Richeee, they let you outta your pen 5 minutes early? Shoulda skiped out to the meeting with us, I lit em up at the end. Then... forgeting that this was LA and how long it takes to get from one end to the other, we showed up late getting my buddies kids from school... but that's another sh!T-storm comming.

Think I'll be back on Saturday though, we'll have some fun catching up.

See now just through this process alone I get a great source of information as to why the mis-information gets spread around the Fellowship. Our RCM to our area didn't get the groups vote because of Procratination. Was going to take the vote from last Area to the Next Regional next month because of this misinformation the groups vote will never go.

I just happen to sit and think about this, "WOW"

The CAR came out in November........the RCM had 5 months to get the tally from your ASC to bring to the RSC...that's more than procrastination....thats a total failure to live up to the obligations of the RCM position. In my Area, when Trusted Servants show such a complete disregard for performing the most important duties they are supposed to perform, they are removed from office...usually at the next ASC. How does your ASC handle such people??

I just reread your post.

I am wondering why the RCM would be taking your ASC vote to the RSC after the voting has been completed? The WSC is over. Your Region did vote on all matters before the WSC, but no groups from your Area had any input at all.

Let me enlighten you on this situation. Our RCM after being removed from 2 positions a couple of years ago for misappropriation of NA funds, (Which our Guidelines for our ASC state they cannot hold a psition for 2 years that puts them handling NA Fund) our GSR's voted him in 2 months later as the RCM. He carries the donation to the RSC, and his name is on the Treasury account for the ASC because we don't have a Treasurer at the moment.

And in the end, the statement was "It all worked out because that is what most of the Groups were going to vote any way"!!

Dude!!!!!!!!!
