why can't i get help?

This is my first post, what I am actually looking for, for myself and others, is a way to get anonymous counseling in the state of CA. It is not allowed, therefore, I cannot participate. I wonder how many more people have the same fears as I do and, as a result , don't get the help the need for themselves and for thier family? Something has to change!

What do mean by anonymous? If you are fearful of confidentiality being breached, there are laws that forbid anyone you talk to in a counseling session from revealing what is discussed unless you give consent. That is "HIPPA".
If you want to enter therapy without revealing personal information, I am sure that is not possible as a good therapist needs all information to help you. You wouldn't go to a doctor and only tell him a few things about your self and leave out other pertinent health information. That would be dangerous to you and for the doctor.
Addiciton is a disease. It affects the whole of us and you must enter into therapy ready, willing and able to be fully honest.
If I am misreading what you are asking, please post again.
One of the things I learned in therapy is that I can't enter into treatment conditionally or it won't work. That is the reality of it all.

I'm not sure what you mean by anonymous either. If you want probably the best support I know to help deal with addiction - which is what this forum is about, after all - I strongly suggest you go to one of the 'anonymous' programs that exist to offer that help: AA, NA or any of the other A's.
