Because of the dreams and the tinitus, the doc told you to wait the month, to see if the symptoms would subside. They probably will. But, in case they don't, doc doesn't want to make things worse. Are they still bothering you? If not, call and let the doc know. Then, you can get onto the full dose of 2 150 mg per day.
I'm on welbutrin. I have no side effects, but, did when I first started taking it. It produced a "speed" like feeling. Very hyper. Today, it's not so bad, but, a bit of anxiety still, now and then.
I hope you feel better soon. In the meantime, while you're waiting for the doctor to answer, be sure to take care of yourself physically, mentally, emotionally and spiritually. That will make a world of difference. So, what can you do for yourself in each area?
Be good to yourself, and don't hesitate to call your doc or to post here for more help.
