By all means file again. What he meant by that one year thing, was really only that social security will only pay retroactive (back months) one year of benefits from the date that you file a new claim.

You don't have to pay money to file, so there is no risk. You only have to pay, if you get an attorney to represent you, and they would take 25% of your past due benefits.
