I used to have a neighbor about whom I wondered if he wasn't drunk most of the time or had wet brain or something like that.
Turned out he had had a stroke some years ago that affected his speech and other faculties.
What about the speaker convinced you it was wet brain, other than the obvious years of alcohol abuse?
