I think you should call the vet. and advise him of the situation, he can then evaluate their health. If it is poor he will make a report and you can file with humane society so they may proceed to take the horses from your cousin.
I feel bad for these poor animals, they can go down very quickly.
If this can not be done soon, call the police and ask that they intervene.
